The Framework
At USC, we are using an adapted Collective Impact Framework because partners are collaborating within a single institution. We utilize the Collective impact Framework as the infrastructure for the process of health promotion within our higher education setting. Learn more about our shared language and definitions.
There are five conditions in the framework:
- Common Agenda – All partners have a shared vision for change, including a common understanding of the problem and a joint approach to solving it.
- Shared Measurement – Collecting data and measuring results consistently to ensure efforts maintain alignment and accountability.
- Mutually Reinforcing Activities – Partner activities must be differentiated while still being coordinated through a mutually reinforcing plan of action.
- Continuous Communication – Consistent and open communication to build trust, assure mutual objectives, and appreciate common motivation.
- Backbone Support – A dedicated group of staff to manage the coalition and coordinate collaboration.

Centering equity is at the core of the work. There are five strategies in the Collective Impact Framework to center equity.
- Ground the work in data and context, and target solutions
- Focus on systems change, in addition to programs and services
- Shift power within the collaborative
- Listen to and act with community
- Build equity leadership and accountability
